I stumbled upon this while browsing archive.org. The disc was for driver development for the PCI range of PowerMacs (Nitro, TNT and Tsunami) with Gestalt IDs 67, 68, 69 and 108.
The disc includes install files and a draggable System Folder of Mac OS 7.5.2a4 ("Stubble"). Also included is what appears to be an early release of Drive Setup. It's named DragonflyLite.
I took a few screenshots of this booting in Sheepshaver. The desktop shots are from QEMU (emulating a Quadra) as it is very buggy inside the Sheep. I'll have to try this on my 7500 sometime.
